Dubai Healthcare City unveils AED1.3 billion infrastructure expansion

Dubai Healthcare City Authority has announced a major development programme comprising a LEED platinum-certified office building and purpose-built medical complex. The projects, scheduled for completion in November 2027, aim to strengthen the city’s position as a regional healthcare investment hub whilst advancing sustainability objectives aligned with the UAE Net Zero Strategy 2050.

The Dubai Healthcare City Author­ity (DHCA) has unveiled a comprehen­sive AED1.3 billion development plan for Phase 1 of Dubai Healthcare City (DHCC), marking a strategic investment in healthcare infrastructure designed to attract international capital and drive in­novation in the sector.

Central to the programme is the dis­trict’s first LEED platinum-certified office building, designed by P&T Architects and Engineers Ltd. The 13,000-square-metre structure spans three basement levels and nine floors, offering flexible office con­figurations and ground-floor commercial spaces. The project represents the highest tier of international environmental certifi­cation, aligning with the Dubai Economic Agenda D33 and the UAE’s national de­carbonisation targets.

Purpose-built medical facilities address sector demand
Complementing the office development, Dubai-based Design and Architecture Bu­reau (DAR) has designed a 5,800-square­metre medical complex featuring two basement levels and five floors. The facil­ity provides adaptable infrastructure for surgical units, laboratory services, diagnos­tic imaging, outpatient clinics, medical of­fices, and ancillary services.

The shell-and-core design methodology enables healthcare providers to customise clinical spaces according to operational requirements, whilst smart parking inte­gration and optimised spatial planning ad­dress long-term scalability considerations.

Issam Galadari, Chief Executive Officer of Dubai Healthcare City Authority, said: “Our upcoming development plan, start­ing with these flagship projects, reflects our commitment to contribute to shaping the future of healthcare infrastructure in Dubai. By creating an ecosystem that attracts in­vestments, including FDI, and fosters inno­vation, while integrating sustainability with world-class design, we are aligning with the Dubai Economic Agenda, D33, and the UAE Net Zero Strategy 2050.”

Infrastructure enhancement supports accessibility
The development plan includes multi-sto­rey car parks equipped with electric vehicle charging infrastructure, Salik-integrated smart parking systems, and comprehensive accessibility features designed to accom­modate diverse user requirements.

Allae Almanini, Chief Operating Of­ficer at Dubai Healthcare City Authority, added: “Our priority is to deliver infra­structure that enables growth and creates confidence for healthcare providers and in­vestors. These projects will enhance acces­sibility, sustainability, and efficiency across the community, ensuring that DHCC re­mains the most attractive healthcare in­vestment destination in the region.”

Construction is scheduled to commence in December 2025, with project comple­tion anticipated for November 2027. The phased approach aims to minimise opera­tional disruption whilst delivering modern facilities that meet evolving healthcare sector demands.
