C37, the UAE’s first private medical workspace operated by Dubai Healthcare City (DHCC), has formalised a strategic partnership with the Institute of Vascular & Endovascular Sciences (IVES) at Sir Ganga Ram Hospital in New Delhi, India. The agreement, facilitated by healthcare advisory firm Surge Growth Partners, is aimed at broadening access to specialist vascular and endovascular surgical care within the UAE.

Under the terms of the collaboration, a select cohort of consultant vascular and endovascular surgeons from IVES will practise at C37, delivering clinical services across a range of complex conditions. Areas of expertise include arterial and venous disease, advanced endovascular procedures, diabetic foot and limb salvage, carotid artery disease, and dialysis access management.
Clinical scope and knowledge exchange
The partnership is structured to support bilateral knowledge exchange alongside direct patient care, allowing international clinical expertise to be deployed within a regulated UAE clinical environment. Dr Mohamed Elbaz, Medical Director and Head of Operations at C37, noted that the workspace is “designed to support both local and visiting doctors,” positioning C37 as a conduit for attracting specialist international talent to meet growing demand for advanced healthcare services in the region.
An institutional perspective
Sir Ganga Ram Hospital, one of India’s longest-established quaternary care institutions, views the agreement as a potential foundation for broader engagement. Dr Ajay Swaroop, Chairman of the Board of Management, expressed hope that the collaboration would “expand into a bigger relationship to provide tertiary healthcare services in UAE from various other departments” of the hospital.
Structuring the collaboration
Surge Growth Partners played a central coordinating role in bringing the two institutions together. Vivek Shukla, the firm’s Founder and Managing Partner, described the partnership as structured to function “clinically, operationally, and within the UAE healthcare framework,” emphasising the practical rather than aspirational nature of the arrangement.
DHCC, established in 2002, is the region’s largest healthcare ecosystem and operates as a free zone under the governance of Dubai Healthcare City Authority, a Dubai Government entity. It supports business set-up across medical care, wellness, and academic and research sectors.
